Hi,

I would assume that time lapse between 1st and 2nd pass would be stated in WPS and PQR, since you exceeded the limit imposed by WPS, it's a non-conformance, talk to client and seek for allowing preheat the pipe and continue welding, no need to cut and reweld the joint straight away without investigating. You could perform hardness tests using protable hardness tester to ascertain client.

I have seen max. time lapse of 30 min. between 1st and 2nd pass.
