One of those general “rule of thumb” things I learned as a welder: you weld Inconel over stainless steel but you should never weld stainless steel over Inconel.
The reason is that you have a very, very high probability of hot cracking at the stainless steel weld to Inconel fusion line. The unmixed zone will solidify wholly austenitic and will have cracks. I have had a great deal of empirical evidence to support this rule – better you should not.
So if you are going to use a nickel based material for buttering do not try to go cheap and use stainless for the weld – you will most likely regret it.

It would be better to butter the P5 portion say 5 mm with ENiCrMo3, perform PWHT and weld it with 316SS .

We need to weld a SS 316 Return bend to 5 Chrome, 0.5 Mo alloy steel furnace tube. The electrode proposed is ENiCrMo3. The return bends are in a header box adjacent to the radiant section (horizontal tube furnace – crude distillation unit).
Is PWHT required to be done after welding?
