i want to share what I did before. i have had same case.
first of all, you have to obtain MTC validation and traceability from origin of manufacture. You can scan certificate which is now at your hand. forward to the origin of manufacture and request him to validate formally the authenticity of MTC on contractor supplied item. I trust you will obtain formal validation. After that, you can confirm which one is true genuine and which one is falsified. Of course, all of these after you have confidence that the heat number is true. there is a specific 'signal' which will help you to determine whether the heat number was genuine or not.
the origin of manufacture gave us confirmation that the MTC is falsified. We made decision to do PMI testing, hardness and wall thickness on material with invalid certificate. In our project, the test result shown that some of materials are not comply with -let's say- A106. We made a strong decision to replace the material, eventhough the material -i was surprised- have been fabricated and installed.
Of course, what i write in here just a recommendation and what i did before. You can bring this to the attention of your end client if you need that.
lastly, you really do not want any falsification (material and MTC) for your project which will certainly harm to the operation and end customer.

Dear Friends.
General query
Now a days I am coming across many Ukraine make plate with dual certification .Dual certification is not strange
However strange is these plates have two certificate one with SA516 Gr.70 & another MTC with SA 516 Gr.60
Futher more strange is SA516 Gr.70 certificate specify that plate is marked with SA 516 Gr.70 and SA516 Gr.60 certificate specify that plate is marked with SA516 Gr.70
I doubt authenticity of such MTC
