no, you can't. please refer to section 5.3.2.3 for the range of outside diameter. you should have PQR with diameter group from 2.375" through 12.750".

i have a pqr 20" thk 11.91 mm as per api1104 ,for the production weld
we can apply this to 10" pipe of same grade material.
