You can very well join Copper alloys to steel.
In fact recently we had welded Brass to Mild steel by a fillet weld.
We had welded that fillet joint by SMAW (E CuSn-A), with proper preheating, slow cooling and in flat position.
If TIG then use ER CuSn-A.
You can use either SMAW, TIG or MIG process.
Note that ER CuAl-A1 or A2 is not recommended for joining. It is used as a surfacing metal for wear / corrosion resistant surfaces.
