I would consider the following, and base an interpretation on several factors.  
 
In general the Code prescribes the qualified thickness of the deposit permitted in the joint per QW-451.1.  If you have a simple qualification with some thickness of GTAW, tg, as long as the combined thickness of GTAW deposited in the joint is less than 2(tg), what you have proposed is acceptable.  Section IX does not in such a case differentiate where the deposit thickness is applied. 
 
A great deal depends on how the (1) WPS was qualified, (2)  how the WPS is written and also (3) depends on the total thickness of GTAW deposited in the joint.
 
(1) If the WPS is supported by multiple PQR's and the GTAW process is applied by using QW-200.4 (b) then the GTAW would be limited to root welding only.
 
(2)  If the WPS specifically states that GTAW will be used for the root pass / root passes then the WPS would not be applicable to repair (this can be changed by a simple editorial revision to the WPS allowing the use of the WPS for repair however you might have to add specific limitations)
 
(3)  As pointed out above if a single WPS is employed for both the weld and repairs, the sum of the root deposit and the thickness of the repair cannot exceed the permitted maximum per QW-451.1 or 2(tg) where tg = the PQR GTAW process deposit thickness.
 
Lastly, customer specification(s) will often require a specific repair procedure.  In such a case you would have to write a procedure for the repairs  - but this is a matter of contract.

Dear All,
 
              Our client is not allowing to use GTAW process to do repair on weld with combination of GTAW+FCAW.Is it the code requirement.I feel that when we have WPS GTAW root and remaining FCAW we can do any superficial repair on FCAW capping if we are within thickness limitation.Please help me with some refference if i am correct.
