Dear Nilesh,
While striking the Arc the welder is bringing the Electrode near to the base metal. When the electrode striking to the base metal the arc get started. This is called a open circuit voltage. It is in the range of 60 ~80 V for SMAW welding.
Actually for generation of arc its not essential to touch the electrode to the base metal.
