Dear friend,
Please have a look on ASME Sec. V - Article 2. It contains some recommendations for this issue. Also if you use a general rules and procedures, it should mentioned a minimum overlap and minimum and also maximum density for proper interpretation. It will guide you to number of films for each diameter/thickness combination.
