No, you cannot use the WPS with impact test conducted at -20 deg cent for a service temp of -30 deg cent, impact test must be conducted at minimum design temperature and you need to even check whether any temperature correction had been consderedwhen testing was done at -20 deg cent and also the thickness of material tested. In case the welding is to be done on piping you may check ASME B 31.3 Conditions for mpact testing of the materials.
If the mpact test had been conducted at -30 deg cent then you could have used it for -20 deg cent, if all other parameters meet the requirements.
