[MW:3971] RE: 3968] valve seat test

This sounds not like a material/welding question.
I think such questions belongs to another group, for example Valve Network.
 
Back to the question:
It is not always that both a high pressure liquid test and a low pressure gas test is carried out to valve seats.
It depends a lot on, for example the standard referred to, the type of valve and the size of the valve. Optionally low pressure gas tests may also be specifically required by "purchasers specifications" even when the standards do not require them, but only states "optional".
 
You will learn a lot about it reading the following standards:
API 598, EN 12266-1 - and in some cases relevant for API 6D pipeline valves: ISO 5208.
 
(Note EN 12266-1 is equivalent to the former BS 6755, part 1).
