QW-303.1 clearly states that "Welder performance qualification test need not include impact testing, even if the WPS requires it
Welder can be qualified without impact testing, as long as he welds a test coupon per the WPS.
But, you must ensure that the welder uses an impact-tested WPS when making production welds that require impact properties.
