What is the diameter of the pipe to be welded , ASME IX give a limit on the diameter to be welded by a welder that has been qualified in a plate and what positions they can weld

My question is   Can we use this plate WPS and WQT  to weld 24inch pipe (9.5mm wall thickness )and 26 pipe(14mm wall thickness ) ,Welder can weld 8 mm wall thickness pipe ?                                  he qualified in 25 mm plate only  .please quide me
