code is not restricted  to use these consumables  but WPS shall refer the same consumable which to be used at the time of welding , 
you need to revise this WPS using the same PQR and submit it for client approval before proceeding for welding , u need to mention consumable type which you wants go for 

check client Specification for consumable restrictions against PQR qualified with.

Techinca part :   each consumable has its own advantages but ER70S-6 is better  for strength and impact applications , one  must know that Mn provides better strength and toughness to the weldments. So, any loss of Mn from the weld deposit will actually reduce the strength , more silicon present in ER70S-6 consumable will make a good  weld bead appearance.

Piping systems involved for the flow lines and gathering lines from the well head isolation valve to the production facility or processing plant isolation valve are determined as OFF PLOT. ON PLOT defines piping system in the processing plant and production platform. ANSI/ASME B31.4 applies for off plot piping system. B31.4 allows the use of either API 1104 or ASME section IX (as appropriate). However, occasionally, a very small system such as piping within 500 feet of a processing plant (some client also said 400 feet) may be declared B31.3 rather than B31.4.
