If it is in a jurisdiction which requires Road stamp, then yes. The addition of baffles could be considered as a minor alteration since the pressure boundary is not altered

Dear Experts

We have one  Vessel   to fix baffle plates . Vessel is under service since 9 years. Shell thickness is 38 mm and baffles plates thickness will be 7mm. My question are:
1. Is R-stamp required or not?  2. Is local PWHT required or not?
Please share / send me answer with reference of codes
