Dear Jay,
Vacuum packed Low hydrogen electrodes, may be used without baking, if, packing is not damaged.
If electrodes are exposed to atmosphere same to be baked as per electrode manufacture requirements or as specified by client specification.
You may refer Table 3 in SFA-5.1 in ASME Sec II part C for baking temperatures & para 5.3 in AWS D 1.1 ( addition 2004) for storage of Low hydrogen electrodes.
