[MW:23490] cold forming of 316l plate...

i have a query. As per NACE MR0175 S31603 material shall be sol annealed, Hardness shall be less than 22HRC. Is this applicable only for manufactured plate or after fabrication? We are having SS316L solution annealed plate and it will be cold formed to a dish. will solution annealing be required after cold forming as per NACE?

please guide me..
