You need the hook as per IS 4367 or 5749? Why use both codes?

Material of Construction of 50 Ton hook: 20C15 complying to IS 4367 code, implies final condition Harden & Tempered.
Hook designed as per Ramshorn hook IS 5749-1970 calls for Normalizing heat treatment after forging and before testing.
A vendor has conducted Normalizing + Hardening (quenching) + tempering followered by testing.
 
Now the Inspection Agency is not accepting the Hook, on the basis that the hook is Q+T.
 
Has anyone experience in the above.
