Dear Rems,
i. Exactly the coupon will not cover your mentioned tests. In those cases you will search through your Spec. and probably it should allow duplicating the test coupon (or may be more).
ii. Yes, generally machining of rounded tensile test from your sample is possible but it will not be a full size and will be subsize specimen, so again go through your Spec. and find the subsized dimensions.
iii. Generally using the same sample for hardness/macro and other tests is not forbidden, but the sample size you need for macro/hardness is too much smaller than those you need for SSCC (or may be HIC). Actually you have to weld more test coupons for this purpose. (Question 1)
iv. Some Spec's regardless of the previous tests on consumables, need to do these test because of evaluating the actual conditions in PQR's, so yes and it is depend on your Spec. In some cases you may find a note somewhere in the spec. that clarify the action whenever consumables have previous tests based on the standards which is applicable by your main code.
