[MW:5343] Allowable Stress value

Dear All,

I would like to have your urgent help for the below  mentioned comments by ARH (Algerian Regulations) regarding the selection of the allowable stress of 138 MPa for the pressure vessel material -  SS 316 at a design temperature of 100C.

ARH have referred to ASME Sec-2 Part-D, note G5 page 142, saying that we should multiply the given allowable strength of 20 ksi(138Mpa)  with a factor as per Table Y2 so the allowable stress will come down to 118MPa.

As per my understanding , as explained in note G5 we need to multiply this coefficient when we cannot afford to allow the material to deform eg. in case of flanged and gasket connection for leakages. But in our case of a pressure vessel we do not have this situation and need not multiply the coefficient as per Table Y2 so the allowable stress value is correctly taken as 138MPa.

Please let me know your expert opinions on this?

Thanks & Regards
