[MW:5329] Branches on Jacketed piping.

Hi,
 
Please find the attached, could we take branches 2" (SCH-80) and 3"(SCH-40) on 6"(SCH-40) run, opposite to each other in Steam Jacketed piping.
 
1. From welding point, is it good and will not have any weld distortions.
 
2. From Piping point, how do we calculate required Branch re-inforcement according ASME B 31.3 -304.3.3, do we need
to combine areas for 2" and 3" or can be calculated individually
3. According to spec, we need to take 6"x3" Reducing TEE, if we go as per spec, can we drill on top of TEE for 2" Stub on TEE connec.
 
4. Stub -on is usually preferred for one size less than run size, is this specified in ASME B 31.3 if so what is the para #
 
5. From Piping Layout Point of View is it good to take Branches on Opposite sides of header,
