Yes it is permitted by QW 200.4.
But before proceeding SAW process on GTAW process, You have to see the nature of Joint , otheriwse it may lead to 'Burn Through'.
There is one more option provided you have time, you take one more test coupon and weld it with fCAW process and use this process as buffer layer.

In my experience welding direct SAW on GTAW root may produce burn through. I hope that you have suffecient thickness for GTAW. Minimum thickness for GTAW shall be approx 8-10mm to weld directly SAW on it.
If possible try to weld mock up to confirm the feasibility before you prepare a new WPS using existing PQR.

I have qualify the PQR using proposed wps Process are GTAW/SMAW/SAW.
After all NDT & DT completed on same and actual WPS prepared and production weld also done using that WPS with same welding process.
Now my production dept want to rewrite the WPS using only GTAW & SAW due to repairs on production welds. Because repairs are @ SMAW weld location.
QW-200.4 is permitting this?
