Sorry, I did not see the items for which this is used. For valves, it is acceptable to use ASTM, in place of SA.

You need to check the material certificates, if the same is of ASTM. If ASTM is mentioned in the MTC, instead of SA, then ASTM EDITION Year need to be in Certificate.

10.1 requires welders and welding procedures used for repair to be qualified in accordance with ASME Section IX
 
 2.1 - no significant difference that I could quickly discern
