No the welder does not qualify, see QW-452.3, ASME IX, for grove-weld diameter limits.

Our welder is qualified to weld CUNI on a 6G position 40mmdiameter (test coupon size on PQR) as per ASME IX qualification. My questionis, is he also qualified to weld a CUNI 20mm diameter tube using the same WPS?
