If there is a root concavity, there is no question of weld reinforcement!!!!!

according AWS D1.1(4.8.1.4),the max depth of root concavity in PQR test piece, is 2mm provided the total thickness of weld is equal or greater than base metal.
now the total thickness of weld included reinforcment in face or not?
