Dear Bharat,
If the doubler plates need not be pneumatic Tested, then you can make a vent hole for escaping the gases during welding. And when the seal welding completed then plug this hole with insert, weld the same and ground flush with MT or PT.

Higenerally for small plate attachment .....where the shell is not penetrated is not necessry tale hole....the internal pressure acumulated during welding is quite small.....but as you said the is better as per engineering recomandationfor nozzles reinforcement we do also pneumatic test ....on that tale hole.....regardsDaniel Iordache

We are constructing tank as per API 650 & tell tale hole is required for reinforcing plate for all opening as per code.
But how about doubler plates and supports which will be permanent attachments on shell. I know tell tale hole is not required for leak test but at least vent hole is reqd as per good engg practice. But API 650 is silent on this issue.
Please suggest
