Dear Carlos,
I presume you are referring the Table 331.1.1 in ASME B 31.3. This table cross refers the PWHT requirement for different P group materials. The specified hardness limits (in the last column of the table) are only applicable for the welds & HAZ as per 331.1.7 (a).
The intent of the code is, Wherever the hardness values are not specified (Px groups), the hardness testing need not to be carry out after Heat treatment for those materials.
If your query is about the acceptable hardness limits for a particular P1 group material, then you have to look the relevant material specification.(for e.g. A 234 WPB, - 197 HB, A 105 187 HB etc)
