First I would suggest you to look in the archive on the subject of impact testing. Quit a lot of discussion
and technical references are available. Alternatively you can search the blog.

As per general rough calc. the thk is around 50mm.
1) As per B31.3, fig. 323.2.2A it would be on the curve D more or less escaping the V Notch test at -20degC.
2) From my exp. of statistical records of test certificates, the A671 & A672, normalised and tempered, from Europe, China, SK and India none have gone below 35 joules at -45 deg.C.

So you can go ahead without the notch test, but ensure your supplier gives in writting the compliance to Stoomwezen limits.

Dear Mr.Rahul,
27 J energy value is not an unachievable value.
Refer to ASME Sec VIII Div.2 - 2007 edition which is totally modified. 27 J energy value is the minimum  for lower strength materials where as higher values are indicated for other materials.
It is possible for CS  at -20 deg C .Normal CS pipes shall be able to be fit up to -29 deg C .
