[MW:26338] Grinding on the weld root

Dear Expert,

I will need clarification if it is allowed to perform grinding on the weld root as a result of excess penetration. Our subcontractor has done some grinding on crude oil (Hydrocarbon line) in other to reduce the reinforcement to  fall within acceptance criteria. Client specification did mention it is forbidden to perform grinding on excessive reinforcement on weld cap or root. 

Applicable code is ASME B31.3

Is it allowable to perform grinding on weld root?
