Your client requires to get a hardness a little lower than hardness tempering. You should verify both hardnes material for tempering and pwht.

WE HAVE FORGING FLANGES TO SA 182 GR11 Cl2 MATERIAL RECEIVED IN NORMALIZED AND TEMPERED CONDITION.
-- TEMPERING IS DONE AT 660 deg. C BY FORGING MANUFACTURER.
AFTER WELDING FLANGES COMPLETE EQUIPMENT POST WELD HEAT TRETEAD AT 660deg. C. AS PER ASME Sec VIII DIV. 1.
AS PER CLIENT SPEC. THERE SHOULD BE MINIMUM DIFFERENCE OF 20 deg. C IN TEMPERING & PWHT TEMPERATURE
WILL THIS PWHT TEMPERATURE WILL HAVE ANY ADVERSE EFFECT ON FORGINGS.
EXPERTS VIEWS ARE REQUESTED TO RESOLVE THIS ISSUE AND SOLUTION FOR ACCEPTANCE OF COMPLETED EQUIPMENT.
