Dear Sam,
It looks that during initial welding very large quantity of spatters
might have been produced and the removal of such spatters might have
not been done properly and trace of left out spatters are likeky to
create problem in corrosive atmosphere.
If the vessel was not produced in a bay dedicated for SS equipments,
grinding dust might have got deposited on the vessel under
question.Buffing by non magnetic buffing wheel follwed by pickling
should serve the purpose.
