-- We had successfully achieved this requirement on 40mm thk. plate (SA 516 Gr.70) for Dis end using following consumables.
1) Root + Second Pass - E 8018 G
2) Remaining Passes - F7P2EH14
3) After Back chipping (Other side) -F7P2EH14

Generly Normalizing + SR of 7018 catagory weld will not give required UTS of SA516 Gr70 as it deteorates the valueTherefore It is recomeded E9018 with higher Mn for welding Gr70 CS which undegoes NR but However more than 50 thk weld with more than 2hrs Soaking time of NR even E9018 is not suitable.In such case The D/E of Crown and petal construction is recomended (With B2 having Cr is not suitable for such NR condition)Incase of SAW process there is no suitble wire and flux combination (Even EH14 is not good) some time you can try EA3 or EF3 (SAF 5.23) but not for higher thkTo get good results you may high to make trials with NR time and tempRegardsHegde P.B.

If weld is subjected to Normalizing and then Stress releiving, 7
serious electrode will not work out, after heat treatment strenght
will come below minimum requirements,
Pl go for 8serious loke 8018-G ( tenaloy 60/65) for SMAW and for SAW
go for alloy steel wire -B2
