Probably it is a 3rd level qualification offered by NWTS/TWI in UK, awarded to IWE diploma holders after assessment. Please refer the attachment.

i have marked a copy to one of our group member from TWI, may give more details on this please. as continuous eduction and certification is important to all of us.
