Hi,
 
Below 16 mm if impact is not required by design , then you can put qualified range from 3.2 mm  instead of 16,
 
The limitation because of heat input and rate of coling will play vital role when Impact required  ,
 
You cannot genaralise the above factors for below 16 mm and above 16 mm .

2-now for written qualification range for thickness in wps,i must follow table 4.6 or 4.2
