[MW:3573] min thickness qualified in AWS D1.1

Hi All

1-does anybody know why AWS is given a limitation for min thickness qualified if charpy is carried out for wps qualification?(according to table 4.6)

i suppose that the max thickness is critical for toughness.

2-now for written qualification range for thickness in wps,i must follow table 4.6 or 4.2
