as per asme b 31.3 pwht not reqd, but in addition to 31.3 also refer NACE MR0103. A106GrB is classified as P no.1. Read para 2.1.8.3 in NACE MR0103 which refers to standard that should be followed for method to prevent excessive weldment hardness.

In which one need to look at the Operating Pressure and Temp for the line.

Please elaborate these conditions, as the Material is Normal Carbon Steel grade B and the thickness is also S-XS i.e. 10.97 MM so it may not require the PWHT.
