As per general requirement for PWHT is the Wall thk of Pipe i.e. for CS it should be >= 19 MM, But for your case it looks like Sour Service,
In which one need to look at the Operating Pressure and Temp for the line.
Please elaborate these conditions, as the Material is Normal Carbon Steel grade B and the thickness is also S-XS i.e. 10.97 MM so it may not require the PWHT.
