There's an interesting discussion of this topic here: http://www.hghouston.com/dcforum/DCForumID1/251.html . I think it is taking far too simple a view to assume that one element controls impact toughness, which primarily depends on microstructure. Thus heat treatment, mechanical forming and all forms of hot and cold working are also very important.
