Your issue has signs pointing to iron contamination. Iron contamination on the surface of the stainless steel will oxidize and begin the degradation processes on the contamination itself then upon the surface lattice of the metal. Effective passivation requires proper cleaning of the stainless steel followed by the removal of all free iron contamination from the surface. Our natural environment makes it so that the iron rusts immediately upon contact with air and or water. Once this happens, only a passivation treatment will stop the contamination and reverse the exposure. What I believe you need to focus on is the iron oxide removal process by means of either Phosphoric Acid or Acetic Acid treatment. I referred you to ASTM A967 on my previous email but am now recommending ASTM A380. Cannot stress enough how much cleanliness is needed for such situations. Hope it all works out for you.
