As per the client , the procedure is to be qualified based on API 1104.Can you please advice me on the base material selection for Procedure/Welder qualifications?

S275 JR is basically  material used for Structural  application.

I hope  , your application also is for structures .

For welding qualification ,  you can use AWS D1.1  OR  EN 15614

AWS D1.1 is well accepted  by Clients .

You have to qualify procedures/ Welders.
