This is the weld which transfers load from pipe to shoe plate.
Any decrease in weld area  (due to notch) actually may reduce the strength of shoe.
Generally shoe plates thickness are kept same for a range of pipe size to avoid fabrication of different shoes based on pipe size and thickness. For example , a plate thickness of 10 mm may be used to manufacture these T type shoes for pipe size 4"-10" having schedule or thickness in range of 6- 12.7 mm. 
So in your case if the pipe size is coming lesser than the maximum pipe size in that range than you can proceed.

Its a sliding shoe, the web strength doesn't effect much, intact on welding inside the relief area w.r.t pipe increases the strength...  the web doesn't buckle down...

So its just dwg approval and no need of verifying the structural integrity.....

Graphics shows that its a normal sliding support (i believe that line size is not higher than 10"). This weld relief will not impose any issue. These things generally happens and such notch does serve the purpose.
So just go ahead but with prior approval.
