EN ISO 9606-1 Fillet Welding Position ranges

As per EN ISO 9606-1, states a butt weld qualifies only a butt and a fillet only a fillet, however in table 10 for fillet welding qualification ranges, it states a welder who welds in PD (4F) position qualifies for PC (2G) & PE (4G). What is the rational behind this? Is this an error or how does the welder qualify for 2G and 4G positions with PD position welding?
