Dear Krishna, 

In your case you must use epoxy grouts in all cases, 
And the Client/User/Owner can say whether the use epoxy grouts for all machinery can have any other alternative method or not. 
EPC dont have the right to override this. You may also raise a TQ to get a waiver or any alternative ways for this from client.
