Please need some suggestions on the below query.

Case Hardening process to achieve 60±2 HRC, Hardness Depth:1.5mm

Material: EN 10025-2 Grade S355J2/ 1.0577 DIN

We have tried carburizing and Nitriding methods to achieve this, but we have failed to achieve 60HRC. Instead, we achieved only 41HRC at the top surface and 23HRC on the 1.5mm surface during the examining in hardness survey.

Can anyone help me out with how to achieve this hardness?
