[MW:31109] UG -84 (i) (3)(b) - PTC requirements

Dear All

Kindly provide your interpretation on following technical clarifications:-

1. As per approved welding and testing plan of XYZ equipments, there are two PTCs,  One for Shell to Hemi head joint (PTC No. 1) and Second one is for Shell to Shell circ seam joint (PTC No.2).  
 
• Welding of PTC No.2  and representing shell to shell circ seam joints of all three vessels(X,Y,Z) was completed within 3 months' time period before Covid 19 situation in India. Hence we are not deviating ASME code requirement for this case.
• Whereas PTC No. 1 was welded along with shell to hemi head joint of X just before lock down period( Welding completed on 18/03/2020) due to Covid 19 situation in India. Now, three months are passed and welding of remaining two representing joints of Y,Z of this PTC No. 1 is balance. This case is not meeting ASME code requirement of 3 months time period due to Covid -19 situation.
• We have raised this concern to ASME Body for giving relaxation of idle time period due to Covid -19 situation and proposal of same is attached with this mail for reference. ASME has already given approval for extending qualifications of welders whose qualification was expiring during this time period. Attached please find code case for the same.
• However to expedite this project, we propose for additional production test coupon for remaining shell to Hemi head joints of Y & Z with testing requirement accordance to  UG-84.
2. Clause UG-84 (i) of ASME Sec.VIII Div.1 is applicable for vessel impact test plates (PTC) of category A & B joints. Clause No. UG -84 (i) (3)(b) ) is applicable when you are combining PTC of different vessels. Hence  welding time period ( 3 Months  as per Clause No. UG -84 (i) (3)(b) ) is specifically related to welding of category  A & B joints of different vessels and production plates.  There is no relation between PTC welding and  other welding activities of different vessels since manufacturing cycle time of large vessels will be much more than 3 months.

Requested to give your concurrence on the above interpretation.
