Two possible way based on my experience:

1. mark the length at the start point, keep a eye on the stopwatch, when it tickle 60, mark the location while welder is still engaged in welding, so you will have straightaway TS/ min.Most suitable in SAW, GMAW, PAW (make sure to shield eyes while mark the weld at 60 second).

2. Secondly, mark the start point, keep eye on the clock, take the last point where the welder stop, This length, divide by time taken in seconds & multiply with 60 will give TS/ min. 

The first case will not work in certain situations, e.g. 
a. while welding short runs which get completed less than a minute.
b. SMAW process with shorter electrodes & higher current as they certainly will get consumed less than a minute.
c. Intermittent fillet welds 
4. Tack weld of longer lengths etc

Both of above approaches assume there is no stop during welding during count time. The automated welding process e.g. robotic welding, laser welding, FSW are gives TS values as its a program feature as you preset these values.
