One major problem is that you do not tell us the governing Code.
If you are welding on pressure boundary that is governed by an ASME Code(s), then the you may not perform any weld to pressure boundary if it is not properly qualified in accordance with ASME Section IX. As an example, I include, in part, ASME Section I, PW-28:
PW-28 WELDING QUALIFICATION AND WELD
RECORDS
PW-28.1 Requirements for Qualification of Welding
Procedures, Welders, and Welding Operators.
PW-28.1.1 The Welding Procedure Specifications,
the welders, and the welding operators used in welding
pressure parts and in joining load‐carrying nonpressure
parts, such as all permanent or temporary clips and lugs,
to pressure parts shall be qualified in accordance with Section
IX.
PW-28.1.2 Except as provided in (a) and (b), the
Welding Procedure Specification, the welders and the
welding operators used in welding nonpressure‐bearing
attachments which have essentially no load‐carrying function
(such as extended heat transfer surfaces, insulation
support pins, etc.) to pressure parts shall be qualified in
accordance with Section IX.
Clearly your pipe shoe is load bearing and therefore requires that the welding be performed in accordance with a qualified welding procedure by a properly qualified weldor.

Please comment on the issue, Pipe to Shoe support fillet welding - Have WPS for SMAW process, can a welder do pipe to shoe support fillet welding in GTAW process.
Please note that for this specific project we don't have a wps qualified for GTAW process, only qualified wps for SMAW process.
