Hi Winarko,
 
Steam and water analysis system in a power plant is exposed to "High Pressure" Wet Steam, which often  causes FAC (Flow Assisted Corrosion).Austenitic stainless steels are better Materials of construction than P-91alloy under those operating conditions. Hence your clients' spec may have specified so.
 
If the deviation from the design specification is accepted by your client, then " it's their call".  In absence of the  such acceptance the change of material should not be allowed. You need to consult your client prior to making such changes, not making arbitrary decisions.
 
Don't you have  any welding or Q.A /Q.C engineer in your team???

We have made line from P91, but client specification mention " steam & water analysis system should be Stainless steel. what your opinion?

There are some austenitic and ferritic grades for high temp (i.e. 321H 304H), please provide more details about your application.
