Your second question is not quite clearly understood. Generally certifiying bodies like CSWIP do not give exemption for some papers based on the cswip 3.2 qualification and so.
My suggestion, if you already have CSWIP 3.4 (Radiographic interpreter), Just take CSWIP 3.2.1 without RI , I mean no need to take CSWIP 3.2.2 with RI.
Even if you take CSWIP 3.2.2 with RI, you will not affected, considering less price/fees difference between 3.2.1 and 3.2.2. Even if you fail the RI paper, still they will give your certificate as CSWIP 3.2.1 without RI.
for IWE also they do not give you any exemption because you have cswip 3.2.2.
