UW-15(b)(1) is taking about weld strength.
UG-41 is taking about reinforcement pad.
it is diferent.
General explanation: You calc reinforcement area use UG-41, then weld strength not required to be calc when your weld joint design of nozzle to shell as per UW-25(b)(1).

In accordance with above almost all nozzle weld attachments are excluded from strength calculations. This appears to be contradicting with UG-41 requirements.
