inch dia parameter is used for ease of  estimating man hours , costing etc. where as inch may mean inch thick of  materials .
inch  dia  means  phi x  dia of  pipe in nominal size in FPS system but again the costing , man hours , consumable estimation is also depends on the wall thickness ( schedule 160. XXS   etc).
